Brigadier General Tracy R. Norris is the Assistant Deputy Adjutant General, Texas Military Department.  She provides leadership and direction in strategic operations and planning for The Adjutant General and the Deputy Adjutant General – Army.

General Norris received an Army ROTC scholarship and began her military career in 1986 after graduating from Florida State University with a Bachelor of Science in Anthropology. She went on to receive her Master of Science in Urban and Regional Planning, a Master of Strategic Studies from the U.S. Army War College, and a Master of Business Administration from The University of Texas at Austin. She has attended the Chemical Officer Basic Course, Company Pre-Command Course, Tactical Intelligence Familiarization Course, Engineer Officer Advanced Course, Combined Arms and Services Staff School, Adjutant General School-Officer Branch Qualification, Army Command and General Staff College Reserve Component Course (top 10%), Defense Strategy Course-Army War College, Human Resource Management Qualification Course and is Dual Status Commander Certified. 

General Norris’ previous assignment was the Director of the Construction and Facilities Management Office for the Texas Army National Guard since November 2011.  She also served as the Commander of the 176th Engineer Brigade from July 2012 to April 2015. Prior to these positions, she was assigned as the Chief of Staff, 36th Infantry Division, and deployed to Iraq in 2010, Operation New Dawn, where 36ID commanded and controlled the nine southern provinces of Iraq. The Division returned in September 2011 after assisting in the set-up of the U.S. Consulate in Basra for the U.S. Department of State.

General Norris has had the privilege of serving the Army National Guard in four different states – Georgia, Florida, Massachusetts and Texas – and at National Guard Bureau in Washington, D.C.  She has been assigned to leadership positions as platoon leader, company commander, operations officer, executive officer, battalion commander of the Recruiting and Retention Battalion, and battalion commander of the 176th Engineer Battalion. During her tenure at National Guard Bureau, General Norris worked as a program manager for several programs such as Executive Officer Environmental Division; Range & Training Lands; and, Chief of the Training Facilities Team, Training Support Branch. 

General Norris’ awards and decorations include the Legion of Merit, Bronze Star Medal, Meritorious Service Medal, (with four Oak Leaf Clusters), Army Commendation Medal (with three Oak Leaf Clusters), Army Achievement Medal, Army Reserve Components Achievement Medal (with four Oak Leaf Clusters), National Defense Service Medal (with one Bronze Star), Iraqi Campaign Medal (with two Bronze Stars), Global War on Terrorism Service Medal, Humanitarian Service Medal (Hurricane Katrina/Rita), Armed Forces Reserve Medal, Army Service Ribbon, Army Reserve Components Overseas Training Ribbon, Army National Guard Recruiting Badge, Texas Lone Star Distinguished Service Medal, and the Department of State Franklin Award.

General Norris’ civic affiliations include the National Guard Association of the United States and Texas, Army Engineer Association (lifetime member), Veterans of Foreign Wars (lifetime member), Board of Directors of Bil-Mar Plantation LLC, and the American Angus Association.

Brigadier General Norris is married to Luke Cogburn and has three wonderful hunting dogs; Sioux, Comet, and Zeus.
