Jeff Penfield is Sr. Director of Global Security of Honeywell Federal Manufacturing & Technologies (FM&T), which manages and operates the Department of Energy’s Kansas City National Security Campus. With more than 3,000 employees in Kansas City and Albuquerque, the Kansas City National Security Campus provides diverse engineering, manufacturing and secure sourcing services for national security.
In this position, Penfield is responsible for Global Security’s operational capabilities, program management, and R&D efforts to transform custom technology and product realization into field-ready solutions. Global Security delivers engineering solutions and quick response to classified national security challenges for the intelligence community, including proliferation deterrence, global threat reduction and supply chain surety. Prior to this role, Penfield deployed program best practices and Earned Value processes across our three business units.
He served in the U.S. Navy for more than 30 years, most recently as Commander and CEO of Operation Test and Evaluation Forces. In this role he was responsible for leading test and evaluation for aviation, surface warfare and submarine activities. He also served as Commander and CEO of Naval Aviation Fleet Readiness Centers, overseeing all maintenance for the Navy’s fleet of 3,700 aircraft. He also led an initiative to redefine the weapon system resourcing, development and testing and led the war fighting efforts on the USS Abraham Lincoln in support of Operation Enduring Freedom.
Penfield earned his bachelor’s degree in aviation management from Wichita State University. He has over 4,000 flight hours, 750 carrier landings and has been recognized as the 1995 Commander, Naval Air Force Pacific Fleet Pilot of the Year, and the National Defense Industrial Association Navy Military Tester of the Year for 1999.
