Dr. Carl Kutsche, Chief Technology Officer for the Critical Infrastructure Protection Directorate, organizes capabilities solving communications, cyber security, and critical infrastructure challenges across the Nation. He also leads INL’s National and Homeland Security Research and Development Program. Prior to joining INL, Dr. Kutsche served over 25 years with the Department of Defense leading communications, intelligence, and counter-terrorism programs. Dr. Kutsche received his Doctorate in Electrical and Optical Engineering from the University of Central Florida, focusing on High Speed Communications Systems.
